**Without warning, Hilo Hawaii is destroyed by a tsunami from the Big One in California.**

Chopper pilot Reyna sees the tsunami unfolding firsthand, and gets those evacuation sirens sounding.

Navy officer Tim Kimura coordinates disaster response, earning promotion to Resource Coordinator for all of Hawai’i. He’s suddenly responsible for rationing for 1.5 million people, under martial law in a crashed economy. It’s an impossible job.

But while in Hilo, Tim meets Reyna. The practical officer can’t resist the fun pilot.

Tim wins no fans with his rationing. But Reyna has an idea.

While he juggles empty supermarkets, refugee flotilla, and a limp admiral, she plots to raid the billionaire bunkers and seize their hoards.
